Cheap CBD flower in bulk: what a low pound price buys, from farm-gate figures

Straight answer

USDA's 2024 survey paid growers about $4 a pound for bucked outdoor floral hemp and $332 for hand-trimmed hemp grown under cover. What that gap means for cheap bulk CBD flower, the four things a cheap pound usually is, and why our stock is priced differently.

Straight answer. Cheap bulk CBD flower exists because some of it is cheap to make. USDA’s own survey paid growers about $4 a pound for machine-trimmed outdoor floral hemp in 2024, and $332 for hand-trimmed hemp grown under cover. A pound under $100 is usually outdoor, machine-trimmed, small or old. That can be fine, if the lab report is recent and the price is compared with the same kind of flower. Our stock is not cheap CBD flower: it is hemp THCA flower, priced as such.

What growers were paid in 2024

The National Agricultural Statistics Service surveys hemp growers every year. Its April 2025 report gives the average price per pound growers received for floral hemp in 2024 (USDA NASS, National Hemp Report).

Floral hemp, 2024 Grown in the open Grown under protection
Dried $4.29 / lb $351 / lb
Bucked (machine-trimmed) $4.06 / lb $214 / lb
Hand-trimmed $66.90 / lb $332 / lb
All floral hemp in the open $19.10 / lb

Three cautions before you use these numbers:

  • They are farm-gate prices. Testing, curing losses, packing, storage and the seller’s costs come on top.
  • They do not say which cannabinoid. NASS reports floral hemp as one crop, whether it was bred for CBD, CBG or THCA.
  • Under protection is a small crop. It was about 49,000 pounds in 2024, against 20.8 million pounds grown in the open, so its averages move a lot from year to year.

Even so, the gap is the point: how a pound was grown and trimmed moves the price by a factor of fifty.

What a cheap pound usually is

Cheap because What it looks like Fair to compare with
Outdoor grown Looser buds, more colour variation Other outdoor pounds
Machine-trimmed (bucked) Sugar leaf left on, some stem Other bucked pounds
Smalls Popcorn-sized buds from the lower plant Other smalls
Older stock A test date more than a season back Nothing, until it is retested

None of these is a trick, as long as the label says so. The trick is a photo of a hand-trimmed indoor cola next to an outdoor-smalls price.

Pounds of CBD flower under $100

A sub-$100 pound is possible where growers sell hand-trimmed outdoor flower near the $67 average, or bucked flower far below it. Expect smalls or bucked outdoor flower at that price. Before you buy one:

  1. Ask for the lab report for that lot, with a test date from this harvest.
  2. Check total THC: delta-9 THC + 0.877 × THCA, which must be 0.3% or less to count as hemp from Dec. 11, 2026 (7 CFR 990.1; Public Law 119-37, sec. 781; date set by H.R. 6500).
  3. Ask whether the weight includes stems and seeds.
  4. Check your state’s law. Some states restrict or ban smokable hemp of any kind.

How our stock compares

Our stock list today is high-THCA hemp flower, greenhouse and light-dep, by the pound and the half pound. It is priced as THCA flower, well above any CBD farm-gate figure, and it is sorted by price per pound so the lowest is first. Every sack shows its price per gram, THCA % and total THC. If you came for cheap CBD flower, we do not sell it yet. From Dec. 11, 2026, high-THCA flower stops counting as hemp under federal law and we stop selling it.

Our menu today is high-THCA hemp flower, not CBD flower. Smoked, it gets you high and shows up on THC drug tests.

Sometimes. USDA's 2024 survey shows growers were paid about $67 a pound on average for hand-trimmed outdoor floral hemp, and far less for machine-trimmed. A retail pound under $100 is usually outdoor, machine-trimmed, small buds or older stock. Check the lab report and the test date.
What is the cheapest bulk CBD flower?
Outdoor, machine-trimmed (bucked) flower and smalls. They cost least because they cost least to grow and trim. They can be fine to smoke, but compare them only with other outdoor smalls, not with hand-trimmed greenhouse or indoor flower.
Is your stock cheap CBD flower?
No. Our stock today is high-THCA hemp flower, greenhouse and light-dep, sold by the pound and half pound. It is not CBD flower and it is priced as THCA flower. Smoked, it gets you high and shows up on THC drug tests.
